Press Release:– Covid-19 Quarantine Fees : In keeping with the Ministry of Health and Wellness’ updated national COVID-19 response policy, effective February 11, 2021, the Government of Saint Lucia is absorbing a greater part of the cost of State Quarantine for returning nationals.

Subsequent to routine reviews of the Quarantine policy, noting infringements in the process, Home Quarantine has been reduced to special circumstances only and will now transition to state-based quarantine facilities, as much needed vigilance is required in the management of all incoming nationals.

Please note that the Government of Saint Lucia continues to cover the cost of locals and residents on island who are placed in state-quarantine and isolation.

Covid-19 Quarantine Fees

The daily fees cover the cost for a bed and bathroom, Air Conditioning, Wi-Fi, 3 meals per day, toiletries, and bottled water.

The revised fees apply to Single occupancy at which was USD $95.00 and is now reduced to USD $25.00, Double occupancy was USD $160.00 and is now reduced to USD $45.00, and Triple occupancy was USD $240.00 and is now reduced to at USD $65.00.

Double and triple occupancy applies to families within the same unit.

The Government, in acknowledging the nature of the COVID-19 Pandemic, will continue to honour applications for financial exemptions for students returning home within three months of completion of studies, and to persons who have traveled for medical care.

The Government will also consider dire socio-economic and other related circumstances including, and the forced repatriation of nationals.

During the quarantine period, all returning nationals will be swabbed for COVID-19 testing on the seventh day.

Those who have received a negative PCR result and meet the criteria to thereafter be quarantined at home as determined by the Health Authorities would be granted permission to do so with the wearing of an Amber Solution watch and a BioIntelliSense sticker at a one-time cost of US$175.00.

The Amber Solution watch will be rented for the period and will be mapped to the individual(s) residential perimeters.

The BioIntelliSense sticker is for one-time use and will also monitor vital signs.

Being mindful that the State regulated quarantine period is 14 days, those who do not meet the requirements to leave State Quarantine will need to ensure their payment for accommodation is made for the full 14 days.

Anyone testing positive for COVID-19 will be immediately transferred into care at the cost of the state.

Permission for Home Quarantine will be granted after application through the portal, www.stlucia.org and applies strictly to minors, persons with health conditions, and those with specific conditions, after careful review of all applications, including site visits.

These individuals will also be required to wear electronic monitoring devices at the abovementioned cost.

Returning nationals from all international jurisdictions must note the following:
∙ Check with the airlines for flight schedules.

∙ Secure your reservation and facilitate payment for accommodation at a Government Operated Public Health Facility by accessing the booking portal located on www.stlucia.org/covid-19. All fees must be paid directly to the Quarantine Facility.

∙ If you have applied for a quarantine payment exemption, please await confirmation of approval. A 7-day wait period is necessary to facilitate applications.

∙ Once State Quarantine arrangements have been confirmed, prefill the Travel Registration form located on www.stlucia.org/covid-19. You must do so no less than 7 days prior to travel. Print and travel with the Authorized Travel Registration.

∙ Obtain and upload a Polymerase Chain Reaction (PCR) Negative COVID-19 Test within 5 days of Travel into Saint Lucia. Please ensure that the result indicates PCR. You must Travel with a copy of your Result.

Upon arrival in Saint Lucia, the wearing of a mask is mandatory.

∙ All arriving persons will be screened at the Port of Entry and assessed for any signs and symptoms of COVID-19.

∙ After advancing to immigration and customs, you will be guided to the designated Government Operated Transportation for transfer to the State Operated Quarantine Facility

∙ At the Public Health Facility, you will be screened daily by Healthcare Professionals. You are permitted to receive items from friends and family.

However, you are not permitted to deliver items to anyone until your full 14-day quarantine period has come to an end.

The Government of Saint Lucia wishes to remind nationals and residents that only essential travel is encouraged at this time.

Churches

Almost 80% of St. Lucians are Roman Catholic. Other denominations include Anglican, Methodist, Baptist, Seventh Day Adventists, Church of the Nazarene, Christian Science and the Salvation Army. Times of services vary at individual churches, so it is best to request additional information from your hotel reception.

Credit Cards

Major international credit cards are widely accepted at all large shopping centres, restaurants, hotels, etc.

Crime

Crime in St. Lucia can be considered consistent with that of similar countries. It is unfair to say that it doesn’t exist, however, to say that it is minimal and well under control by our competent police force, is a well placed statement. We do advise all visitors and even our nationals that common sense should prevail when traveling abroad. Refrain from making large displays of wealth (such as wearing expensive jewelry, producing large wads of cash, etc.), avoid venturing into areas that may appear to compromise safety. Crimes of any sort should be reported to the hotel, the St. Lucia Tourist Board, and/or the Police.

Currency

The currency of St. Lucia is the Eastern Caribbean Dollar which is linked to the US Dollar at the exchange rate of 1 US$ to 2.70 EC$. US$ are widely accepted on the island.

Customs Regulations

The duty free allowance into St. Lucia is 200 cigarettes or 250 grams of tobacco or 50 cigars, one litre of spirit or wine. Duty free shopping is available at Pointe Seraphine, La Place Carenage and at the departure lounge of Hewanorra Airport. Luxury items include Jewelery, Batiks, Giftware,Local Crafts, Liquor, Cigarettes and Cigars.

Departure Tax

Departure Tax of EC $68 (US $26) for all passengers over 12 years is applied to ticket prices at the time of purchase.

Domestic Travel within the Island

Minibuses serve as the main ground transportation medium for the island. These buses run up to varied times depending on the route one desires to ply. Buses to Gros Islet, for example, run until around 10.00pm: (longer on Friday nights when the weekly “jump-up” takes place at Gros Islet). However, there is no scheduled bus timetable. Bus fares: Castries – North end of the island EC $2.50, Castries – South end of the island (Vieux Fort) EC $8.00. Car travel via the new West Coast Road from Castries to Soufriere takes about an hour. From Hewanorra Airport to Castries takes around an hour.

For your added comfort, Helicopter transfers are available from Hewanorra to Castries. There is a Heli-pad located at Vigie Hanger and the Jalousie Hilton Hotel. Electricity

220 volts, 50 cycles AC (a few hotels are 110 volts, 60 cycles). Most sockets take 3 pin square plugs (UK standard) but some take 2 pin round plugs or flat American plugs, which are more rare. Adaptors are generally available at the hotels.

Entry Requirements

Visitors must carry passports that are valid for three months prior to the completion of travel. Visas are not required where the visitor is a citizen of the USA or certain Commonwealth countries, or where there is agreement for exemption between the home country and St. Lucia

As of January 1, 2008, ALL persons, including U.S. citizens, traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), may be required to present a valid passport or other documents as determined by the Department of Homeland Security. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. Ample advance notice will be provided to enable the public to obtain passports or passport cards for land/sea entries.

Geography

Our neighbors are Martinique, 21 miles from our Northern tip and St. Vincent, 26 miles from our Southern tip. Both are visible on a clear day. Barbados is 110 miles Southeast. The island is 27 miles long and 14 miles wide, a total of 238sq. miles.

Health

Immunization is not required unless coming from an infected area within six days of arrival, however, Hepatitis A, Polio and Typhoid are recommended. Drinking water is safe from the tap and bottled mineral/distilled water is also available. There are several pharmacies in Castries, one on the Gros Islet Highway and one in Gablewoods Shopping Mall and in JQ Charles Mall Rodney Bay. Most hotels have “over the counter” medication, such as Aspirin and first aid facilities. All hotels have doctors either resident or available on call. A resident doctor’s visit costs approx. US$ 15 (approx. EC$40- EC$50). For a “call-out” visit it may cost more.

Language

English is the official language, but St. Lucians speak a French Creole commonly called Patois.

Ports

The main sea port is Castries and many cruise ships anchor at Pointe Seraphine and La Place Carenage. There is an additional deepwater anchorage for cargo and container ships at Vieux Fort in the south near the airport.

Service Charges & Tax

On hotel and restaurant bills there is a Government tax of 8%. A service charge of 10% is also applicable. In some instances these charges are included in prices quoted, so it is best to clarify. The prices on labels in shops are what you pay.

Shopping

Local shops are generally open weekdays 8.30am to 4.00pm and on Saturday 8.00am to noon. There are a wide variety of shopping experiences from Castries market, where local crafts are available, to Pointe Seraphine and La Place Carenage, two duty free shopping centers in Castries where resort wear, Colombian Emeralds jewelery, cosmetics and perfumes are available. A variety of shopping malls with extended opening hours offer a wide selection of boutiques and restaurants. Most hotels have boutiques and vendors’ markets.

Taxis are easily available at taxi stands or by telephone. Fares vary by destination and nature of trip.

Telecommunications

St. Lucia has two very competent telecommunications providers namely Digicel and LIME. They both offer cutting edge technology and can both be contacted on island to secure needed services. Pre-paid mobile phone cards can be purchased islandwide for either provider.

Many card and coin public phone boxes are available around the island. Cellular phones are available for rent from either provider and more information is available at your port of entry or any tourist information centre.

Internet access is available at most shopping malls and at LIME and also at a number of internet cafes islandwide. Both domestic and international direct dialing are available in St. Lucia. Facsimiles are available through most hotels or through the LIME office in Castries.

The international dialing code for St. Lucia is 1 758. To call the UK from St. Lucia dial 011 44 plus number. To call USA dial 1 plus number.

Time

St. Lucia is 4 Hours behind Greenwich Mean Time.

Tipping

Tipping is not automatically added but is customary at about 10% to 12% of bills. Tips are generally accepted by bell hops in hotels, taxis and other persons providing service.

Travel by Boat

When traveling to and around St. Lucia on a cruise, every cruise guest will be asked to provide an “ED card” once they reach the island if they wish to leave the ship to shop or go on an excursion. This document must be presented when travelers disembark and re-embark their cruise ship in St. Lucia. If a traveler does not already have this form, they will be asked to wait in line and fill it out before they are able to partake in any St. Lucia activities.

While out exploring, social distancing guidelines must be followed and wearing a mask is required in public. 

In phase 1 of the reopening plan, ALL visitors outside of the designated Travel Bubble, must stay in COVID certified accommodations.

In Mitigating the Risk of COVID-19 into local communities, Locals are not permitted to stay or to join family at these properties. However, when the visiting family member(s) has completed a stay of 14 days (regarded as a quarantine period) at a certified property and has been issued a Medical Certificate of Health by the Department of Health and Wellness, they are then able to join their family members outside of the certified hotels.

Upon entering Saint Lucia, here is a comprehensive guide to migrating to St Lucia Caribbean. A visitor is given a maximum of 6 weeks to remain on the island. Prior to the expiration of this deadline and/or in the event the visitor plans to stay longer, a further extension may be granted after an application is made to the Immigration Department. The extension granted will be discretionary, based on responses given in an interview conducted by an Immigration Officer.

CITIZENSHIP OR PERMANENT RESIDENCE

Citizenship or permanent residence may be applied for, through the Ministry of Home Affairs and National Security, if a non-national is desirous of becoming a citizen or a permanent resident of Saint Lucia, after having resided in Saint Lucia for:

  • (1) one to three (3) years, temporary residency
  • (5) five years, in the case of permanent residence, or
  • (7) seven years for citizenship.
Documents to be submitted include:
  1. A completed application on prescribed form.
  2. A bank statement (may be requested)
  3. A police certificate of character.
  4. An original birth certificate.
  5. Four (4) passport size photographs with two (2) certified by a Justice of the Peace or local Lawyer.
  6. A reference letter from a reputable person from the country of origin.
  7. A letter stating date of arrival, purpose of visit, and the activities to be engaged in.
  8. Clearance letter from the Inland Revenue Department

NB: The Minister for Home Affairs and National Security may also request additional information that is deemed necessary to process your application.

VISITOR VISA REQUIREMENTS FOR SAINT LUCIA

Foreign nationals intending to visit Saint Lucia for business, pleasure or study are required to have a valid passport from their country as well as to obtain a Saint Lucian visa. The Immigration Department under the Ministry of Home Affairs and National Security is responsible for the issuance of Saint Lucian Visas.

EXTENDING YOUR STAY IN ST LUCIA

An extension may be requested by application to the Immigration department. The extension granted is discretionary based on the provision of required documents and responses given in an interview conducted by an Immigration Officer. The operating hours are Monday to Friday from 9am to 12 noon and 1:30pm to 3pm.

Requirement for Extension of Stay in St Lucia

  • Return ticket
  • One passport size photo
  • Valid passport
  • Receipt of payment or Host person
  • Please note the following
  • Cost $200 EC for each 30 day extension.
  • The request for an extension should be made to the immigration office prior to the expiration of time allowed in Saint Lucia.
  • Decisions are made at the time of the interview.
